4. Records held, by category
The following categories of record are held. Listing a category here does not mean every record in it will be released — the grounds for refusal in Chapter 4 of PAIA still apply.
- Company records — incorporation documents, memorandum of incorporation, statutory registers, minutes, shareholder records.
- Financial records — annual financial statements, ledgers, invoices, bank records, tax and VAT returns, asset registers.
- Employee records — contracts of employment, payroll, leave, disciplinary records, training and licensing records, provident and medical scheme records.
- Operational records — client and subcontractor agreements, quotations, rate schedules, load confirmations, delivery notes, waybills, proof of delivery, cross-border and customs documentation.
- Fleet records — vehicle registration and licensing, roadworthy certificates, service and maintenance history, tracking and telemetry data, fuel records, insurance policies and claims.
- Compliance records — operating and transport permits, PPECB approvals, health and safety records, incident reports.
- Marketing records — website content, photographs, brand material.
5. Records available in terms of other legislation
Certain records are kept because other laws require it, and may be accessible in terms of those laws rather than through this manual. These include the Companies Act 71 of 2008, the Income Tax Act 58 of 1962, the Value-Added Tax Act 89 of 1991, the Basic Conditions of Employment Act 75 of 1997, the Labour Relations Act 66 of 1995, the Occupational Health and Safety Act 85 of 1993, the Compensation for Occupational Injuries and Diseases Act 130 of 1993, the Unemployment Insurance Act 63 of 2001, the National Road Traffic Act 93 of 1996, and the Protection of Personal Information Act 4 of 2013.
6. How to request a record
- Complete the prescribed request form (Form 2 of the PAIA Regulations, 2021), available from the Information Regulator's website.
- Send it to the Information Officer at the address or email above.
- State clearly which record you want, in enough detail for us to find it; which form of access you want; and an address or email at which we can reach you.
- If you are asking for the record in order to exercise or protect a right, say which right, and how the record would help you do that.
- If you are asking on someone else's behalf, attach proof of your authority.
7. Fees
The fees prescribed in the PAIA Regulations apply. In short: a requester other than a personal requester pays a request fee before the request is processed, and any requester may be charged an access fee covering the cost of searching for, reproducing and preparing the record. We will tell you what is payable before doing the work, and you may lodge an internal appeal against a fee.
8. Time for a decision
We will decide within 30 days of receiving a properly completed request, and tell you in writing. That period may be extended by a further 30 days where the request is for a large number of records or requires a search through records held elsewhere. If we refuse, we will give reasons and explain your remedies.
9. Grounds for refusing access
Access may or must be refused on the grounds set out in Chapter 4 of Part 3 of PAIA, which include the mandatory protection of a third party's privacy, the commercial information of a third party or of Limecoal, information supplied in confidence, records privileged in legal proceedings, research information, and requests that are manifestly frivolous or vexatious.
10. Remedies
PAIA provides no internal appeal against a decision by a private body. If your request is refused you may lodge a complaint with the Information Regulator, or apply to a court with jurisdiction, within 180 days of the decision.

This manual is published on this website and is available for inspection at our registered address during business hours. A copy will be provided on request; the prescribed fee for a copy may apply.
